The common name is nightstick, the official name is expandable baton. You better check with your local law enforcement, they are considered dangerous weapons. I see some posts calling it an "ASP", that is one of the companies that makes them. There are several out there.

A collapsible baton. The most popular are made by ASP and Monondnock. Can you carry it? Well you can buy cheap copies at any martial arts store and catalogs. In most states a legit over 18 year old can carry one but you cannot use one. Even pulling it out and expanding it would be considered an assault.
It is not a good defensive weapon for a civilian in that you have to expand it to use it effectively. It is also kinda hard to use. It really works by hitting certain nerve areas on the body.
If you are not trained in them specifically (both companies have certification requirements) or a well trained martial artist they are more of a liability than a good weapon.

It is called an ASP Baton. ASP is the company that manufactures it. If you are wanting to carry it for self-protection, I would contact you local PD and ask them as laws will vary from state to state.
A far better option (albeit more expensive) is the civilian model of the Taser. It is registered to you once you purchase it and if you need to use it to protect yourself, all you need to do is make a police report after you use it and Taser will send you a new one for no cost. The ones that the police use deliver 50,000 volts for a 5 second cycle. That gives us time to deliver the shock and handcuff the suspect while they are "riding the lightning". The civilian model delivers the same amount of voltage, but for 30 seconds. It is designed so that the carrier can discharge it and then have 30 seconds to get away from the threat. They cost $300 w/o a laser sight and $350 with a laser sight.

All the fun toys are regulated in some way. If you are not trained in the proper use of the expandable baton, you might as well carry a chunk of pipe.
Give you an idea how far back I go. . ., I still carry a sap.

If you need protection just carry a gun.
They're legal in all states.
In S. Carolina you can carry a loaded gun in your glove box or console of your vehicle, no "permit" required.

They are suppose to be sold to law enforcement and security personnel, but thre is no law, in many locales, that strictly prohibits them from being sold to or owned by civilians.
