How old is your sister? If she is a child, a weight gain of one pound in two years indicates a very serious condition. It could also mean a recent weight loss. If she is a teen-ager, does she have anorexia?
Sounds like your sister needs a more thorough evaluation. Your mom should call the doctor for another appointment. If your mom has always been satisfied with the doctor in the past, don't change. But if she has been dissatisfied, a second opinion is warranted.

I would probably think about getting a second opinion, unless you really trust the doctor she's seeing. Besides water, try Gatorade, it does put back some of the nutrients she's lost.
A lot of rest, too.
Has she been checked for anorexia or bulimia?
Hopefully it's not that, but seeing that she's only gained 1 pound in 2 years, that doesn't seem normal. Has her thyroid been checked, as well?
Iron? Depression? You might want to ask your parents if getting her some counseling might help?
I'm just guessing, as if this were my child, they'd be questions I'd ask myself in trying to find the answers

I'd take her to the doctor again, and if he/she won't order any tests...go to a different doctor. Tell them exactly what you said here.
Doctors are only human, and often times...if you go to the same doctor for the same symptoms...he/she will diagnose the problem wrongly and stick with that diagnosis, completely believing that its correct.

There obviously is something lacking in her diet or metabolism which is keeping her from properly utilizing the fluids she receives through ingesting them. She should be checked for what this might be, and she might need to take some fluids through an IV in the meantime.

Take her to another doctor. She could be anemic or have mono or a lot of other things. She needs a thorough exam and some blood tests.

Definitly take her back to the doctors and have them run tests on her to see how she is. Hopefully everything is ok. I wish you the best. God Bless.
