Actually white is the absence of color (as white contains all colors but reflects none)* and black is the absence of light.
* You can prove this by creating a color wheel containing all the primary and secondary colors (red, blue, yellow, violet, green, orange)...If you were to segment the wheel into six "pie" pieces then color each segment with the colors listed above - then attached this multi-colored pie onto a high speed spinning disc, the color you would see would be white (as long as your color values are correct)...White is all color and reflects none...
Using this same color wheel but eliminate the color blue (the remaining segments must be of equal size), attach the new color wheel to the high speed disc and the color you now see is blue....Blue is defined as all color except for blue (blue is reflected)...and the same will hold true with each color you eliminate.
If you try this experiment, you may not see true prism colors... the result of this test is based on light color and not opaque, pigmented colors...in other words, by trying the first example, the white you may see may not be a real true white...and the second example may not be a real true blue, but you'll get the picture.
To show black, simply include all colors on the wheel - or some of the colors on the wheel - or even just one color on the wheel, attach to the same high speed disc, but this time turn out all lights...and the color you see is black.
I hope this info is useful, but I've often found it's only good conversation fodder at some pretty nerdy parties...

For Decorating, yes, BLACK is a color, even nature produces black roses.
For Science, the light spectrum does not have BLACK in it
so it is not a color. WHITE is the combination of all the colors because when the white light is separated by prism, you can see all the colors. So we can say lack of any color is represented by BLACK.

Painting, etc... yes it is a color. I call it a color.
Some individuals list neutrals such as white, black, brown, etc.. is not a color because has lack of hue.
