It was God himself, acting through the wise King Solomon, who was God's blessed prophet at the time.
We should not mourn when something apparently evil is committed or suggested by God. Instead we should declare his ways just. He has purposes we do not understand, and we should not get too upset about him stating that a baby should be cut in half.

Solomon:
One of the qualities most ascribed to Solomon is his wisdom. One account, that of Solomon suggesting to divide a baby in two to determine its real mother, is from the Old Testament of the Bible in the book of Kings. In this often-quoted passage, two prostitutes came before Solomon to resolve a quarrel about which of them was the true mother of a baby. (The other's baby died in the night and each claims the surviving child as hers.) When Solomon suggests dividing the living child in two with a sword, the true mother is revealed to him because she is willing to give up her child to the lying woman rather than have the child killed. Solomon then declares the woman who shows the compassion is the true mother and hands the child to her.
"Gold, silver, and rubies are nice, but we treasure far above those knowledge, wisdom, and understanding".

Solomon. That's a good story by the way. Great wisdom. It caused the real mother to be exposed because she was the one who denied being the mom to save the child's life. Solomon was given wisdom as God said he could have anything he wanted and so when he asked for Wisdom God granted him that plus untold wealth on top of it.

Solomon who was 480 years after the death of Moses 1Ki.6:1; in his 4th year he began the temple, he has 36 years [ of 40 ], 1Ki.11:42; to his death, so he was king 1373 to 1377 to 1413 years after the flood, and died 997 BCE.
He prayed for wisdom and it was evident as to who the real mother of the baby was.
