Frozen pizza is like a dancing bear - it's not how well it dances, but that it dances at all.
Stick a lot of cheese on a frozen pizza, and moisture cannot escape from the crust on top. You end up with a crust that's partly burnt on the bottom while raw on top. Pillsbury (think Totino) started french-frying their crust, and now everybody does it, and it helps a bit, but not enough. It's still, alas, frozen pizza.
You can't turn cardboard into a pizza by adding more cheese. You need a good crust. And if you have a good crust, you don't really need a ton of cheese to make an incredibly good pizza.
You can buy raw pizza dough at some pizza shops. The bakery four blocks down my street offers it, too, for $2/pound. Cook your own pizza on a pizza stone at 450F, and you'll be astounded how good pizza can be.

Because cheese is the most expensive part of a pizza. Cheese is now about 2.50/pound. 3 months ago it was 1.70/pound.
