First, you need to have your PC's recovery CDs. These are either shipped with your PC, or, and most widely done, you need to create your own Recovery Cds.
With my HP notebook I had to go into the HP program group and select Backup and Recovery to create my Windows system restore CDs. If you don't, you wont be able to install WIndows without acquiring a CD.
On my Acer notebook a warning message popped up every couple of days telling me I needed to create my restore CDs, they use a program called eLaunch to run programs that are preinstalled on the notebook by Acer. One of the programs installed is eRecovery.
So, in short, you need to make sure you have your recovery Cd's.

Depending on how old the computer is there might be a "Restore disk" or "Rescue Disk" if you have them you cna bring it back to the original state, if you didnt get the disk then you should have part of your harddrive partitioned with part of it having the Restore function, in this case just search for "Recovery" or "Recovery manager" in the search section.

System restore. You can go back to a date before you were having any sort of issues. Does not involve removing programs.

If your computer came with a manufacturer's OEM CD-ROM that would restore it to its original state.

If you made a backup image after you purchased it, you wouldn't be asking this question.
