That depends. Has this 40 year old just started his musical or acting career? When you get older, it gets hard to learn something new, so obviously you might not become as proficient as you would have if you had started learning the craft at a younger age. I'm 23 and I study acting, and the older folks in my classes always have a harder time grasping certain concepts or directions.
Also, there are a lot of 40 year olds who are working musicians or actors, but they're just not internationally famous or celebrities. Important to note is the word "working." That means you're in the business and you're earning enough money from it to live. So, there may be a lot of working 40 year olds that you're just not noticing.
Anybody can get a record deal or acting gig if they dedicate the time and training into it long enough.

There's a lot of competition.
If you are going to be a serious instrumentalist such as a violinist, cellist, pianist, you see kids age 5 and 6 years old playing Chopin and Rachmoninoff... amazing things that even the best adult has difficulty doing.
For voice, years and years of vocal training, gaining experience, having the right coaches, is very essential, especially someone giving you a well rounded education in the different genre's of music to make you versatile and marketable.
For acting, I know of some acting schools that only accept 5 people out of 2,000 applications per year. It's tough.
Now, it's not to say that someone older can't start and become a success later in life, but it's so rare you know?
Go to youtube and type into the search engine: prodigy child piano player.
Or something like that, and you'll see what I mean.

They can and do all the time, but they aren't typically playing music for, or acting in shows geared at younger kids. Young people are more prone to advertising, have more disposable income than in the past, etc. You see and hear about those actors and musicians all the time because thats the type of music that you listen to and the type of shows that you watch. But change the station and you will see that you can be famous no matter what your age, looks, weight, etc.
Being famous isn't hard or easy. Its a question of luck and sacrifice. Luck is out of your hands. So, the only thing that you can focus on are the things that you will have to sacrifice. Do you live in a city where there are studios and record labels? If not then why haven't you moved? Are you going to auditions? Are you taking classes? Are you writing everyday? If not then you must not want to be famous bad enough, and no amount of advice is going to catapult you into stardom.

Most people watch tv to see youth and adventures. They want to look at people that are pleasing to the eye as well. Younger people have fewer physical faults.
