Check out the Giant OCR 3W, Trek 1.2 WSD, or the Lemond Tourmalet Women's for al framed bikes. but it's best to go to your LBS and ride them. Plus you can always upgrade components later, and make sure your LBS provides a fitting with your road bike purchase.

Definately look at the Trek 1000. I ride it and it is great. Their is a special womens design. I think it runs around $700 and is soo worth it. It was rated the best $700 dollar bike in the world 3 years in a row.

Sure, plenty of good choices in that range. New and used.
If you have an experienced person to guide you, go used. If not, new has the better support etc.
Look into "Woman specific design"
These guys have a good reputation, they import factory direct from the far east (where most bikes are made) and sell via internet.

I'm not sure what type your looking for but under $1000 can get you a good bike. Check out a few bike shops see what they have. Someone already gave you a few brands, there are many. Specialized, Felt, Motobecane, Cannondale, Bianchi, Schwinn are a few brands of many. I'm not brand loyal, many bikes are very good, I would always go for the best bike offered for my budget. All these bike can be found on the web.

Schwinn Thrasher Adult Micro Bicycle black/grey Helmet (Adult) is a great helmet. It fits well (6'3" 200 pound male). The adjustment wheel works perfectly and is well made. There is a lot of cooling airflow when you are out riding and the visor blocks the sun quite well. I was surprised with the build quality given the price and it even looks good on top of it all! (In fact it's good enough/stylish enough to steal apparently and I'm back for my second helmet. If someone wants to steal this helmet and save their thief head I will happily purchase more and pass them around to anyone who wants one.) Thanks Schwinn!

For high speed riding or commuting?
I saw a bunch when I was shopping that cost $350-500 and I commuted on one. I wouldn't spend more than that for a pound or so of weight gain.
