Its not, But thats how police officers vent there anger i guess...idk...ive never been a cop or choked a skateboarder...let alone at the same time..

There is a law there against skateboarding on the sidewalks and streets. When the kids start arguing with him and circling around him he starts to arrest them because he is keeping his safety in mind and trying to control the situation while doing his job of enforcing the laws.
One gets up and runs away. I am guessing that he felt he was not committing any crimes, Right?
The cop is holding one kid down with a pressure point hold at the top of the sternum, not choking him. He knew that they were video taping the arrest. it would be pretty stupid to choke someone when you know it is being recorded. From what I saw he maintained his restraint very well in the face of the taunting from all of the kids present.
Oh, and how could he be taking the law into his own hands when he is enforcing the law in the first place? Vigilantes take the law into their own hands, not cops. It's their job.

I was once a "punk *** skateboarder" and believe me when your confronted by the police you know your breaking the law and trying to be cool for your friends. The cop did exactly what he should have done in that situation. The kids should take a lesson from me and drop the skateboards and pick up the badge.

He was doing his job. In almost all places skateboarding is illegal on sidewalks. We don't know what happened before the camera got there. The kid could have been causing a problem. Also, if you had a bunch of people walking around and you felt threatened what would you do? When a cop says to do something do it. Don't be a hero.

lol....before i saw the name i was like ummm..is that hot springs? i've been there before.
when we were there, i did see a group of skateboarders. on a crowded side walk with 20 kids speeding through on skate boards, that isnt safe. "speeding" is relative but in this case it applies since its faster than a walk.
anyway, they werent just skating down the street minding their business. they were jumping the side walk into traffic. think of the videos you've seen of boarders jumping onto railings and riding down a flight of stairs. or how about along the back or a park bench. even in this video look at all the peopl around. now picture all those kids speeding down the sidewalk on skate boards "jumping" things. now mix in all those people strolling in and out of shots. do you think the skate boarders would seem rowdy and out of place?
i guarantee that officers were called to get the kids to move on. obviously this has been a issue before. or else why would it be a city ordinance? just like cities have ordinances against "cruising" in certain areas or town and during certain hours.
one of the guys ran. i'm sure it was because he knew he was just skate boarding and didnt do anything wrong. but it all was about leave him alone and we aint doing nothing. till the officer went hands on with a few more and then it was yes sirs all around.lol.

I see punk kids who refuse to mind their own business trying to interfere with and physically interfere with an officer.
We didn't see what happened before the camera started, but I bet the cops were called because pedestrians were tired of kids on skateboards bumping them and making it hazardous to walk on the sidewalk.

Apparently using the sidewalks there for skateboarding is illegal. The officer is restraining people who arte resisting arrest, he is not choking them for skateboarding.
