We have a dog (Neil DIamond) and we think that is a mixed breed of Whippet and Chihuahua. I read that Chihuahuas can be up to 12 inches tall. He looks like a smaller version of a Whippet with a shorter nose. Can these two dogs breed?

yup!
any two dogs can breed
that's why it's important to spay and neuter your dogs. i don't know which way it was with your dogs but as chihuahuas have very small bodies they could die if another dog breeds with them much larger than them as they growing puppies could crush them from the inside.
but essentially yes they can breed.

any dog can breed together.
If a small dog and a large dog mix, you can never know the right size it will be. It will probably get larger than a normal chihahaua.

any thing can breed to anything the problem is sometimes it isn't healthy and kill a smaller female but yes I know of a greatdane female that was bred to a chihuahua male

Almost any two dogs can breed. That sounds reasonable enough. It depends on where you got him, and what they said he was.
