Get the .410/22.
I used to hunt squirrel a lot as a kid and we would use both .22s and .410 and always ate squirrel stew that night.
I have also used both for jacks since moving out to the desert, with little success to brag about. Of course, I can't say I'm really hunting, more like walks disturbed with the occasional gunfire.
.410 will be very difficult for dove, listen to the advice so far and be looking at an inexpensive 20 gauge soon.

If you want a really low priced rifle, I would recommend an AK-47/74. An AK-47 might have too much recoil for you(I'm 15 and it's nothing, but I don't know how tall you are or how much you weigh) so an AK-74 might be the way to go. It fires dirt cheap 5.45x39 ammunition and has even less recoil than an AR-15(recoil on an AR feels non existent) and a top quality one will only be about 800 dollars or so. An Arsenal SGL-31 is probably the best AK-74 you can get, but you can also probably find cheaper AKs made by different manufacturers at Atlantic Firearms' website. I'll provide a link for you in the sources. If you are willing to spend $800 to $1200 dollars, an AR-15 in 5.56/.223 is a good choice. There are many to choose from and customize. Make sure you don't get junk though, make sure it is Mil-spec. Daniel Defense, BCM, LMT, LWRC, and Noveske are all good companies that make and sell AR type rifles.

Since you are asking about the Rossie .410/.17HMR or .410/.22 rimfire combo I am assuming you are either a young person or a small adult. Aside from the difficulty of hunting dove with a .410 there are a couple of other factors you should consider. First the fact that .410 shells are considerably more expensive than 20 gauge shells and .17HMR cartridges are considerably more expensive than .22 LR cartridges. Rossi also makes "Youth" size 20 gauge/.22 LR "Matched Pair". Perhaps that would be a viable option.

I think the .410 shotgun is altogether useless for hunting.
The only use I've ever found for them was for killing snakes at moderately close ranges.
You have a half ounce shot charge, and a long string. Hitting targets, especially moving targets, requires lots of expertise. That is why I think .410's make really crappy first shotguns for kids. A 20 gauge is a much better idea.
If you really want one gun to hunt squirrels and dove, get a Savage M-24 chambered for .22 LR or .22 WMR over 20 gauge. It might cost more, but you will also have a lot more gun for the money.

The .22 is great for squirrel and rabbit. I don't think a 410 is what you are looking for to hunt dove. Get a nice model 870 remington 12 ga. for dove. They are only about $200 on sale at walmart or academy.

the .410/.22lr. The .22 is alot cheaper than the .17 hmr. I have that combo and took the .410 dove hunting last year. It was challenging but it got the job done.

the 17 hmr are an expensive round. if you want to shoot more, go with the 410/22 combo. no need for the 17 hmr unless u want to make farther shots. remember dont shoot the dove with the rifle, u could miss than that thing will go for a mile, plus its illegal.

I'd say the 410/.22 rimfire. From what i've heard(you might wanna ask someone with alota of experience) the .22 has less kickback.Less likely to hit you in the face.Its just as powerful as the 17hmr,but the .22 is quieter than a shotgun.
