What are using for a flea med? If it is one of the OTC products then it is worthless and could even be harmful to your dog.
What are you feeding? If it is one of the grocery store brands then it possibly could be caused by the food which is laden with corn, wheat & soy all of which are common allergens and can cause skin issues.
There can also be other causes..check with your vet.

You might want to try a rubber bone or similar toy. They might just need something to do with their mouths and might be a bit bored. It might pay to check the area they are biting as well. They may be hurt or have a splinter. If they are both doing it then one is copying the other so you should get them a toy bone each.

get some good quality dog food like Wellness. They could have food allergies.
