It is a _military_ only award for outstanding acts of bravery in the face of the enemy. Airmen and sailors can also receive this rarely given gallantry award.
Civilians can be awarded the George Cross for similar acts of valour. (You might recall the case of the young the nursery teacher who, some years ago, received the GC for saving many small children from a machete wielding maniac even though she herself was badly injured.)

Former holders of the George medal can now exchange them for the George cross ,the same goes for the Military medal which can be exchanged for the Military cross, which was formerly only awarded to officers. The Victoria cross is only( or should only) be awarded for supreme valour in the face of the enemy, that really rules out someone trying to rescue a comrade, unless he engaged the enemy whilst so doing. The Queen's gallantry medal covers that scenario.

Avian and Navyvet64 are correct. The Victoria Cross is a British Military award for "conspicuous valour", and is awarded to any rank.
The George Cross is the second highest military award, also for valour and is awarded to Officers.
The George Medal is also the second highest military valour award, but is awarded to NCO's and privates.
The George Medal (Civilian) is awarded to civilians for outstanding bravery.

The Victoria Cross in The British Equivalent of the United States Congressional Medal Of Honor. They are both given for extraordinary sacrifice with no thought of self in a military battle. No winner of either the Victoria Cross or the Congressional Medal Of Honor set out to win it. Many of the winners of the Victory Cross and the Congressional Medal Of Honor were awarded it posthumously.
