Hecate and Persephone are Cthonic Goddesses in Hellenic Polytheism. There are other Hellenic Goddesses (such as the Erinyes) with Cthonic aspects but these are the first two that spring to mind.

actualy Hel is a nordic goddess. she washes the heads of the fallen in the river of forgetfullness so that they may rest in peace. phrosephonie married the greek god hades ( god of the underworld) and resides there with him for 6 months of the year. theres alot but since my studies are not curently fixated on the underworld i cant help you out more then that. sorry

I am not awareof anything that associates any gender with anything to do will hell. Both male and female are cast into hell, but in the Bible no one controls hell.
