It's within the law.Is it fair to citizens? No not really.These banks could do more to help low income citizens become home owners instead of offering loans to people they should consider bad or high risk.I'm not saying the illegals themselves are bad people, their uncertain status is what makes them high risk.That would be my major concern if I were a bank.

How does it hurt me if some Latin Fellow gets an bank account. How does it hurt me if he gets a loan to buy a house? My house will be up for sale soon, and with the economy the way it is, if somebody makes a good offer, I don't give a hoot what language they speak.
