Yes, that was a Wendy's commercial from the 80's. An older lady would order a burger at a restaurant and get a huge bun with a very small burger! Then she'd ask the famous question! They had a great commercial. It was right up there with Dunkin Donuts and, "time to make the donuts!"

The Wendy's commercial was done by the lady who was with Billy Crystal in Throw Momma From the Train. I even remember the bubblegum hamburgers they had with that line on it.
