are you supposed to flex when taking measerments? i say yes my friend says no. i dunno.

No, the true size of your arm is measured un-flexed. Your muscle you always flex while you measure. I'm a bodybuilder and everybody at my gym measures their arms while flexing.
Hulk Hogan measured his 24 inch arms while flexing.

I personally measure flexed, but I am not sure what is the correct way.
