He is 15 years old and has had long hair all of his life. Currently his hair is classic length. His mom ( my sister) and i want him to get it cut but he just refuses to get it cut. What should his mom and i do about this?

The ladies probably compliment his hair and touch it. At his age, everyone needs something to help them stand apart from their peers (while fitting in, of course). Especially if he's always had long hair, this is length is just a louder expression of himself. Rebellion is a messy phase- choose your battles carefully and avoid ones that stifle his self expression (if he's not hurting anyone). Let him keep it. Take pictures of him during this time and celebrate his hair. Braid it, dye it, put it in rubber bands. He won't always look like this.

Who cares about hair? As long as he keeps it clean, don't sweat it.
Worry about the big stuff, like smoking, drinking, drugs, sex,
grades, chores, etc.
You have to pick your arguments, and if hair is your biggest problem, you are very lucky!

Why not let him do what he wants? Is it such a bad thing? I've got hair above my ears and my younger brother has hair below his shoulders.

I would let it go unless it goes against school policy. I would let him know that it is going to be harder to get a job when it's time as people DO judge by appearances.

well i am a 15 year old girl and i am a photographer and i say just try to comprimise with him, but also girls will like him better with shorter hair, tell him that is coming from a girl if you need to. i added some pics of guys hairstyles, maybe it will help. good luck
