you should be able to fit 2 fingers in the collor.. if not then its too tight. If the collar slips over the dog's head then its too loose.
I have used neosporin on my dog for minor cuts and scrapes, but be careful, some people and dogs are allergic to it! It may be best to just to take the collar off and leave it alone for now and have the vet look at the irritation.
More than likely, your dog is allergic to the material.. some dogs do not tolerate nylon or leather collars. I use cotton for mine... you can find them on ebay.. here is also a lady who sells fleece collars and harnesses

Nekkid dog lady has answered very well. My only question is what kind of collar is it? Some dogs are allergic to certain materielas. Also, there's a possibility that the dog's collar needs to be washed, as if they got too dirty, they can get skin irritations. Good luck.

You should be able to fit your pointer and middle finger side by side under her coller to insure a good fit. You can use Neosporin as long as she can't lick it. But I would just clean it out with peroxide a couple times a day and let it dry up. Witch Hazel works well too. If there is alot of hair around the area, take her to the groomer or vet to have it shaved away. (groomer will be cheaper, but a vet will provide medical attention.) Good luck, and try a harness too. It may not cause as much irritation for her.

No collar is the only answer. Get her a harness and only use it for walks, if your worried about "tags" get her a microchip ID implant. My little Chi is very thin skinned and you would think there is no hair on the underside of the neck (but there is) just so fine--anyway he chaffs no matter what I use as a collar and gets a raw spot. Some animals can't tolerate the rubbing weather too loose too tight or just right.

Neosporin is used on cuts, if your dogs collar is cutting into its neck its obviously way to tight.
My rule of them, I need to fit two fingers between the collar and my dog's neck. Keep in mind I have small hands.

You can try using neosporin for a few days to see if it helps. I wear rolled leather collars on my dogs. There's no irritation and there kind to the fur.

u can use neosporin, but maybe your dog is allergic to the kind of collar you are using, I always use a choke chain for my dogs but they are big, they hang loosely on the neck, regular collars are tight and can pull at the hair, take off the collar and try to keep it off until the irritation heals.

Any type of zinc base ointment is fine.
Remove the collar altogether.
If walking her, use a harness for awhile. Collar was probably too tight and allergic reaction occurred from chafing.

If it is bad, see a vet. Otherwise, I would start with some neosporin antibiotic cream to keep away infection and provide some soothing.
