there is a effect name for it, that when you move it still take a steady picture...and what you recommended me to buy a good digi camera if so?

If you've been watching the TV commercials, the term you are looking for is "image stabilization," but fhotoace is correct. It takes more than "IS" to make a non-blurry picture.

On a serious note:

Image Stabilization, Anti-Shake.

Most digicams and DSLRs have it.
