WASHINGTON -- Each year, an estimated 400,000 babies are born in the United States to mothers who are illegal immigrants.
Although Congress has never passed a law saying so, no president has ever ordered it, and no court has ever ruled on the issue, each baby becomes a U.S. citizen when it takes its first breath.
That could change if legislation that U.S. Rep. Dan Lungren, R-Calif., cosponsored in April becomes law.
Lungren, who served as California's attorney general from 1990 to 1998 and worked on the last successful push for an immigration overhaul in Congress in the 1980s, said he is trying to stimulate a debate on what he thinks is a key factor that is drawing immigrants illegally across the U.S.-Mexico border.
Critics have another word for it.

If those figures are accurate for the illegal mothers, then what do you suppose the numbers are for the legal mothers who are having illegal mens children. Or has there been a study done on that. I'd like to know just for comparisons.
Or are you going for Sweden's Laws on immigrations and citizenship, which are the strictest. Ireland has only just started the practice of Sweden's Laws as said within the last couple of years. My position on the issue, is that American, and Naturalized citizens babies are guaranteed automatic citizenship. And NO dual citizenship. Just as America's fore-fathers had intended it.
As for the Critic's calling it Xenophobia, within this link is the name of the book in which they got the idea from to help them destroy America.

Sorry....weird day....when I read this I thought of crazy cat ladies. They have a love for animals....feel sorry for strays....put some milk out to help them along.....before long word spreads through the animal community that this is a safe place for strays to go because she won't hurt you.......then turn around and call her "crazy" eventually "negligent" (as if she purposefully adopted these cats) and therefore legally responsible for all of them. They take her house...lock her up and then destroy the animals.
When does your "compassion" cross the line to where you are "negligent"? Where is the line where wanting to do good ends up being too much a burden? When are your eyes too big for your stomache? And where is the line where people force you to handle too much? How do you know when you are truely responsible for something or when someone shoves it off to you because it's easier to blame you than change?

good to see some in our elected officials have a backbone. now all we need is for the rest of our elected officials to quit trying to backdoor amnesty. the only way to stop illegal immigration is to create a reason for them to self deport and remove the incentives to come here. a wall (i still think the wall is a good idea) will slow them down but they will keep coming as long as they are able to get housing, medical, employment, an opportunity of citizenship via anchor baby, and severely limit chain immigration. remove the incentives and illegals WILL LEAVE ON THEIR OWN AND NOT COME BACK!

Hooray, my Congressman John Boozman is on board in support of HR 1940 to change the anchor baby laws.
It is a lure for illegal aliens, and it must stop. Most of Europe, most of Asia and Canada already did away with anchor baby citizenship. It is far past time that we do as well.

If we were aggressively enforcing our other immigration policies, if we were defending our borders, and if we were arresting and deporting.....then birthright citizenship shouldn't be an issue.
I support the 14th amendment in theory. However I decry its implications given we aren't doing what we should to discourage illegal immigration.
I don't believe however that being the parent of an american citizen should get you squat if you are illegal to begin with.

Yes and I'll be calling my Congressman Henry Brown (R-S.C.) on tuesday and telling his staffers to support this Bill H.R. 1940.
Also, we need to call our Senators and tell them not to vote for that "Dream Act" which they're trying to attach to another Bill! Call, Call, Call!
Two years ago Ireland did away with citizenship by birth unless both parents are in Ireland legally and the Irish People voted on it by 80% to 20%.
And we need to "grandfather" it back to 1986 when we had that "One Time Amnesty."
