I just saw this job ad online and I'm not sure they're still looking to hire people. Should I just contact the employer and ask him?

I was guessing that maybe he won't answer and his job is to just read resumes lol.

I would apply online first but you can also call and inquire about the position, unless it says "no calls".

I would call and say " I am calling to inquire about the blah blah position. I just came across it on-line and I am very interested in applying. What is the timeline for filling this position or where are you in the search process?"

This should not bother anyone. Expressing interest is always a good idea. You will get a sense for if you are bothering them.
