Yes. This deity would be the father of both God and Satan, (sort of).
The concepts of God and Satan seem to have been borrowed from an ancient religion called Zurvanism, (which was actually an offshoot of Zoroastrianism).
In Zurvanism, there was a supreme father god named Zurvan who produced two twin sons, one good and one evil. The good son was named Ohrmuzd. The evil son was called Ahriman. The interaction between the good Ohrmuzd and the evil Ahriman is very much like the christian concept of the interaction between Jehovah and Satan.
Originally, in Judaism, Satan was seen as entirely subservient to Jehovah. However, during the Babylonian captivity of the Jews, the Jews were exposed to Zurvanism. After this exposure, the common conception of the characters of Satan and Jehovah seemed to have changed in Judaism. Jehovah and Satan pretty much became an imitation of Ohrmuzd and Ahriman.
So, as Jehovah and Satan are now really just Ohrmuzd and Ahriman under different names, the "indifferent" deity you have asked about would best be described as their father Zurvan.
Zurvan can be seen as just a personification of the universe, or time and space. The universe is the indifferent deity. Jehovah and Satan are the deities that exist within this framework and who play out their game using humanity and various other things as their pawns.

If you're creating a new religion, would YOU write about a deity that's indifferent to you? What would be the point of that? In fact, if people wanted a deity that was indifferent, they wouldn't make one at all. Nature already fulfills that role. It has hurricanes, earthquakes, and wildfires that obliterate homes and lives with pitiless indifference. So I suppose that's the closest thing to an indifferent god that I can think of.

Check out Deism, Spiritualism, or Gnosticism. All involve a deity that is not that biblical monster.

Given the celestial tyrant that Satan stood up to (apparently unsucessfully), it seems we're only getting one side of the story. I can just hear Lucifer singing "I'm just a soul whose intentions are good, oh Lord, please don't let me be misunderstood."
