Anyone tell me who painted this and the name of the painting. I need a link on the web to prove it too.

It's not a painting. It's a watercolor encased in either glass or plexiglas.

It's too hard to tell from the glare off the glass the name of the artist from the signature.

As to the name of this watercolor I can't help you there. But usually when prints are encased in glass somewhere on the back of the framed work the artist and the title are given credit.
