There are many sources on the Net and through mail-order catalogs that any law-abiding citizen can purchase a bullet-proof vest, if he feels the need to have one. All one need do is run a web search for suppliers.
BUT. . . . .
As mentioned elsewhere, it is HIGHLY doubtful that possession of this legal device is LEGAL in "Great Naw Yuck". In fact, I believe that wearing a vest in public, IN ITSELF, is a FELONY. (Especially if carrying any other weapon, ALSO ILLEGAL, constitutes INTENT to commit a felonious act!)

It is illegal for a civilian or resident of New York City to own or possess any Bullet Proof or Bullet Resistant Vest.Only members of legitimate Law Enforcement or Government agencies can possess/use them.

E-bay has become unamerican and refuses to list anything for sale even remotely connected to our second amendment protected rights. You can buy a bullet proof vest elsewhere; I urge you to not have anything to do with e-bay; next thing you know they won't list anything even remotely connected to cars as who knows what kinds of crimes the owners of cars can do.

It is legal to own a personal body armor in NYC, the law to ban was never passed in 2009.
