You cannot adopt as you are American Wow that is Harsh but it seems as if you contact breeders and really really do some networking you will soon be able to find some one in or close to you that is a breeder and you will hopefully find a pup that will be a life long companion
You can do anything once you put You heart and mind to it

Are you living in Germany permanently, or with the military, or something? If you are coming back to the US, that may be why they don't adopt to americans...as you'll have problems getting the dog back into the county.
Here's a list with some German breeders, but before you get a dog, if your family is coming back to the US...please find out what the laws are regarding brining a dog out of Germany. It would be awful if you had to leave your new dog in the shelter out there.

Inhumane pet shops don't last long, so I think you're overreacting.
Regardless, if you're a foreigner, then, presumably, you will not be staying in Germany for long, which means that when you return to the US, you will either need to leave the dog behind, or go through laborious procedures to bring the dog, here, either of which will not be pleasant for you or the dog. So, in that regard, "bravo" to the shelters for their intelligent "no-transient" policy!
Pets should not be considered "disposable", and, as such, I don't think it's a good idea for you to get anything more than some aquarium fish or a gerbil, etc. Seriously.

Find out when and where they have dog shows there. Then go to a show and you will find breeders there. That is the only thing I can think of for you. I hope it all works out and you get your puppy. All the best;~)

well just look in the papers because most breeders put in the papers when they heave pups for sale that's how I go my Puli when we lived in Germany . Now depending on what breed you want here is the breeders in Germany and the site

just check them out . Good luck
I know it's hard to find a dog there but you don't heave to worry since the requirements for breeders in Germany are very strict all dogs get tattooed on the ear registered heave their papers everything but it does cost so good luck in your search . just let me know if you find one .
