In other words, can I decline an offer through email? And, should I provide the reason(s) as to why?

I should have been more clear. It is an offer for a career position. I had a discussion with the Hiring Manager and expressed some of my concerns. I then thought it over, and decided to accept it. However, I find the concerns are to great to be comfortable with this opportunity and have decided to decline. There are multiple reasons: salary, benefits, core responsibilities, just to name a few. How should I word this email?

I'd say something like "I appreciate your time and consideration. The position has many positives. But after giving much consideration, I am unable to accept the position as offered."

That leaves the door open for them to improve the offer if they want to and are able to. You said you discussed your concerns with them already, so they know what they are.

It all depends really what you are being offered. You don't have to give a reason, but it may seem rude otherwise.
