Here in Montana if you are not a criminal or other undesirable whatever you pays your money and gets your permit; we have a "shall issue" law" where any citizen can obtain a permit; you do have to take a course to demonstrate you know which end of the gun a bullet comes out of, firearms safety,and yada. Go to the official Montana website and sub-select department of justice for official talking head speak.
