PLEASE NO KARATE OR JUDO OR KRAV MAGA
I'm looking for something that doesn't require strength as such; something that would teach me grips and 'locks' etc.

I'm not sure why you excluded Judo, as it's a great deal about grips and locks.
I think what you are looking for is Aikido.

From my personal experience: I have found that Kickboxing, Muay Thai, Boxing and Taekwondo have the biggest cardio workout. But like I said, that's just my experience. But all martial arts are pretty demanding physically. What I would recommend is just having some fun, and going on google and finding about all the martial arts classes that are accessible to you. And when you have found out about all the martial arts classes that are in an area you can travel to, then just do a little research. Say there is a Karate class about a mile away, find out what kind of Karate it is, and say its Kyokusihn, then find out about what Kyokushin is, and if you like the idea of doing it then check out the class. Find out all the addresses of the classes of the styles that you can see yourself doing and give them a go. If you find one you like half way through your journey to find a style that suits you, I still recommend you check out all the schools first. And I also recommend not crossing out any other styles or schools, because you might change your mind a month or so later.

Despite what people tell you (including the karate school who will take your money just as quickly as others'), the vast majority of women will not be able to ward off even weaker men with martial arts, let alone a strong one. You will likely forget everything you know when confronted by a real attacker.
However, if you feel like you have to do it, your thinking is correct about the grips and locks. Look into jiu jitsu. Or better yet, try to find a school that will simulate an actual attack, instead of doing japanese rituals, sport karate, ect.

That stinks your country dosn't allow you to carry a gun because the criminals will be the only ones that will carry them. I agree with the first answer though because no offense to any ladies but a determined man would probably be more pissed off than anything if you tried to fight him. If I were you I would carry a taser or some stun gun because that can easily put out anybody of any size with a single shot. Non lethal but very effective. If you were determined to learn a hand to hand skill though I wouldn't go with one that goes with grips and locks because it would be hard to hold a man in one. I would go with one that uses his own weight against him so more into throws.

Actually, I've taken Jjitsu and Go Ju. Something I was surprised to find out was that (maybe because we are women) the redirection of energy came very natural to me. I plan to study Akido. I have disintegrating discs in my lower back. What could be better then using your attackers own energy to plow them into a wall. Good luck with your endeavors, I also recommend taking any additional courses when ever offered. Knife defense is excellent. try this site for more information.

I think karate or tae kwon do might be good ideas. Judo not so much. Of course I have very little experience in the matter, I'm sure someone else would be able to give you better advice.

I agree with Joe. Get a concealed license and learn to shoot. Spend LOTS of time at the range. Learn your weapon well. Take some classes as well. Any of your local gun shops and shooting ranges will have info on courses available in your area.
For hand to hand combat I don’t advise any kind of “pure” martial art form as much as I do a hybrid combat system.
Remember, no amount of training will do you any good unless you are willing to use it. To defend yourself you must be prepared to be extremely explosive and violent.
The basics: Eye gouges, throat punches, open palm groin shots, open palm ear slaps… These techniques are designed to momentarily stun your adversary so you can follow up with more devastating strikes.
AND PRACTICE, PRACTICE, PRACTICE!

Since you have put Krav Maga as not on your list.Remebering it is easy to learn with fast results.
How about Savate a lot of leg work (womens legs have the power) or even tae kwan do?

She can train for five years to become skilled in Aikido.
OR
She can buy a gun and get her Concealed Handgun License, provided she lives in a state that acknowledges the Bill of Rights.

My first thought was "Smith & Wesson."
I don't know where you live but around here they have ladies self defense classes that teach basic skills without the complexity of martial arts.
Check and see if you have Self Defense courses at the college near you.
