Laos was under the control of Siam (Thailand) from the late 18th century until the late 19th century when it became part of French Indochina. The Franco-Siamese Treaty of 1907 defined the current Lao border with Thailand. In 1975, the Communist Pathet Lao took control of the government, ending a six-century-old monarchy. Initial closer ties to Vietnam and socialization were replaced with a gradual return to private enterprise, a liberalization of foreign investment laws, and the admission into ASEAN in 1997.

Laos is an independant country. At one point, Laos was was of Siam; and Thailand has a large influence over Laos. Similar to the U.S. and Canada, or Australia and New Zealand.

The Siamese king once won a war and the ruled over the Laotian kingdom (Lane Xiang Kingdom). Maybe that's where the misconception comes from?
After another king gave back most of this conquest to the French to keep Siam independent, he referred to the northeastern part of his kingdom as his "Laotian provinces".
If you visit the National Museum's branch in Ubon Ratchatani (in northeast Thailand), you'll find more info on how and why these provinces were ruled by "remote control".
