Certainly not in any municipality I have ever heard of. Anonymously call your municipality's urban planning or permit office and ask them to be sure. Good luck.

In any Municipality in the USA, I'd say 90% NO. Certain standards and codes HAVE to be met with any habitable structure (there MUST be electricity, smoke detectors, etc), and if they find out... you'll pay fines or even have to dismantle it.

The OTHER problem you might have is with your homeowners insurance were THEY to find out.

We had a neighbor in California who'd done a similar thing... another neighbor called it in (noise complaint)... the city fined the owner $1500 and required them to dismantle it, the county fined them $5000 for renting a room not to code, AND their homeowners policy was cancelled.

My Brother and I were SMART on his ranch when we built his barn... SURE it cost us $4000 extra to get drawings done, make changes and additions to meet codes / permits, and the inspections... BUT his insurance company was VERY happy... and IF anything happens down there... he is permitted and INSURED !!

Yes, you can PROBABLY get away with it... but if something happens it will COST you more that if you'd done it legally.

Depends on where you live. Unless you are making huge changes I would just go ahead an do what you need to do. Sometimes if you have nasty neighbours they may complain but then you just play the game with the city folks.

if it doesnt need elc, or water , it will be fine
but it will only cost about $100 to get planning permission.
