As long as the rug or carpet can be picked up and tossed in the washing machine routinely it is fine, even advisable as it provides a non-slip surface for when you get out of the shower or tub. Some carpets intended for use in washrooms have a mold & mildew resistent backing, designed with the high humidity in mind. These can be purchased at any store that has a selection of bathroom accessories (shower curtains, etc...).

I have one over my bathtub that I use to step out on, and I keep a small one beside the bathroom sink, it is cozy for the feet, and they can be picked up and shaken out, there was a time where people did carpet their whole bathroom floor, which did present some molding problems, but not with the rugs that are out today.
I would say GO FOR IT

Carpet in a bathroom gets moldy, but I put a really nice throw rug in front of the tub. Its nice and I wash it about once a month or so. It has a rubber bottom under it, so the water stays on the rug and dries while I am gone to work.

Carpeting a bathroom floor is always the wrong thing to do. A bathroom is a wet place.
And unless, you have only the fairer gender living in your house, a toilet should never be surrounded by an absorbent surface that can not be removed and thrown in the washing machine.

I think so. I used to have my bathroom rugged about 20 years ago but now its much easier and cleaner to use a tile floor. Ceramic tile is great and its really easy to keep clean. Keep a throw rug handy as it is nice to stand on when getting out of the shower.

You use a throw rug (washable) to avoid slips from the shower or bathtub, not by the toilet, for obvious reasons.

i use throw rugs for safety.... right outside the shower.
i admit that they do get dirty quickly.... i pitch them and buy new frequently. i get very cheap ones that match my decor without getting too crazy about it.
i just dont think i could ever get them clean to my liking... so i pitch them when they get dirty.
