J C is not taking into account the tax load the gasoline carries. Refining costs can vary between regions as well, affecting the cost of gasoline.

There's also the cost of doing business. Land in Chicago, New York or LA is WAY more expensive than land in Houston and the tax load on the station is higher as well. These costs are all passed through to the consumer.

Gas prices are determined by the wholesaler and the seller (gas station or convenience store). the mark up or margin is the profit that the vendor charges. Here in Houston we see prices ranging from $2.50 - $3.00 just depending on what that store wants to make in profit. The other factor is the state fuel taxes which can range from $0.38 to $0.57 per gallon by state.

The wholesale or commodity price of gasoline doesn't vary much from state to state, what really effects it is what the owner of that store want to charge.
