Is 10 AM a decent hour to start hammering? I know it's Sunday but I want to get some artwork hung in this boring place.

10am is a very courteous time. And being an apartment dweller myself, thank you for even thinking before hammering.

10 am is definitely a decent time. I personally would start at 9. 8 would be ok but with it being a sunday i would wait until 9.
have fun hanging up your artwork.

Do you know the folks next door? Then talk to them during the week. Tell them what you want to do and agree to abide by their reasonable wishes. If you do not know them, well here's a good way to meet them. Also you might consider a friendly bribe (ie. cinnamon rolls, flowers, an offer to help them with something like hanging their own pictures). My experience has been that friendly neighbors or much, much better than irritated ones.

Ten am on a Sunday is fine. However, be curtious and let your neighbors on the adjoining wall know before you begin. You just never know--someone may be ill, there could be a napping baby.

In my opinion, wait until at least 11 or noon. 10AM is a good time to call someone's home but hammering is very annoying at such an early hour.

Ten is a good time. You are being considerate. Double check with the manager to make sure you have no conflicting rules in your lease, etc.

Check the noise abatement laws in your community. Also you might want to check with or warn neighbors who would be most affected. People are usually more willing to put up with something with a little warning than they are without.

Some people in my building hammer or even drill at Midnight! i personally don't get too annoyed with that, but, people have different levels of patience, so you could try it in the afternoon to be on the safe side...
