To answer your question, yes it is sin. Like any sin it needs to be taken seriously and repented of. It is amazing to me that such self gratification and debased act can be seen as a noble thing in today's society.
Jesus taught that mere lust towards a women (that is not your wife) is adultery and therefore sin. Matthew 5:28
In the Old Testament (Genesis 38:9ff) Onan "spilled it (his sperm) on the ground" and it "displeased the LORD".

The real issue is did our Lord ever masturebate. It is never mentioned in the Gospels. I don't think masturebation was even invented back then.

there is nothing in the bible that says you can't not masturbate.
but on a similar topic, the bible looks down upon having sexual intentions or thoughts. not the best word choice to explain what i mean but, i.e. porn, ect
but in the end even porn isn't exactly forbidden. just shunned upon.
