Definitely Nero. If you are on the look out of a free burning software, you may try out any of these:
Burn4Free : http://burn4free.com/
Deep Burner Free : http://deepburner.com/
CD Burner XP Pro : http://cdburnerxp.se/

well there is nero the best known, however nero 7 is full of bloatware and slow to use. It crashed on my while trying to burn cd's and dvd's. Nero burning rom 6 is one of the best ever.

I however now use the open-source "infrarecorder". It burns everything (including iso), I use it because it does what it says, burning, not converting, add covers, ... just burning. It works on xp and vista.

Kinda depends what you want to burn. My personal preference is Nero for doing DVD related stuff and Roxio CD Creator for CDs.

Just because that's what I'm used to

I have Nero 7 premium which I use occasionally, but the best one is Allok dvd burner which I purchased over the net. Cost me about £22 and I find it very good and very fast. Just google allok burner if you are interested. good luck.lol
