Dreamy's answer is pretty close. Generally, speaking this is NO good answer. Most officers dont give it a second thought. Sometimes you play with them while going down a road. Sometimes they are left that way from the previous officer that used the patrol car. When I was an officer the wind would move them. Soooooooooo....that about does it..

Its called an "alley light" they are generally on both sides so if there are 2 officers in the car they can both be used. They are usually used in the dark so they dont have to just stick a flashlight out the window if they want to see something on the side of there car. Also in a traffic stop they point them at the drivers side mirror so you cant see in the mirror the officer approaching (so its makes it harder to plan an attack on the officer if cant see him from your mirrors)

They have a 'gizmo' inside the car that allows them to move the spotlight around. It's like a joystick (but mechanical).

when it is off it is generally turned in, when it needs to be used officers can control the positioning.
