You are looking for something easier than Photoshop, so Paint Shop Pro is out of the question.

For ease, I'd go with a free program owned by google called 'Picassa 2'. It's mostly a photo management tool, but also has basic photo editing like one touch photo fix and a pretty good red eye repair tool. The best part of Picassa is how easily it manages your pictures. And it's free!!!

It's an older program that was given away free and furnished with just about every Printer and Scanner sold in the US for several years.

I suggest IrfanView, a freeware program that can be downloaded from here:
http://www.irfanview.com/
There are language packs and plugin packs there too.

Good for cropping, changing size, adjusting brightness, contrast and colors, rotating, reducing red eyes and more.

A simple program would be KODAK EasyShare. You can store your photos in it, and change colours, add effects to it. Not alot of choices, but it is not bad.

you can use digital immage suite. it's easier than photoshop
