All cats and dogs have a third eyelid, it appears as a white membrane that closes over the eye. It's part of their normal anatomy.
You only need to be worried if the third eyelid is permanently half closed, or if it appears red or swollen. That requires a trip to the vet, as third eyelid problems are often a sign of underlying illness.

Please listen to me very carefully. Is the third eyelid exposed? If so, take your cat to the vet immediately. As in first thing in the morning. Eye injuries are incredibly serious and deteriorate rapidly. A year ago, a kitten I found and decided to keep had his third eyelid exposed. I thought nothing of it, thought it was maybe an irritation from living on the street, and left it alone. Two days later, his eye was swollen closed and seeping pus whenever I managed to open it.
The vet thought he had a mild irritation as well, and gave us some medication and sent us on our way. It kept getting worse. We found out that he had a small hernia on his eye, was given some different medication, and again, sent on our way. Two days later, he was still not showing any signs of improvement. I was holding him in the kitchen, and my mother had come over to help me put the medication on, and suddenly Diesel (the kitten) started screaming, digging his claws into me, and trying to get away. He is one of the most mellow cats I have ever met, so I immediately know something was wrong. I turned him around, and blood was dripping down his face. His eye had ruptured. Long story short, 12 different kinds of medications and 3,500 dollars worth of vet bills later, we were able to save most of his eye (though he can't see out of it) and he is a happy, normal cat again.
I don't mean to scare you with this, I am just trying to let you know the gravity of the possible situation and what happened with my own cat. Please, please get to the vet immediately. Even if you don't think it is a big deal, have it checked out and thoroughly. Don't let the vet blow it off. Have the vet check for any abrasions on the eye. If that had been done quickly enough for my cat, he'd still have both eyes intact.

Cats do have a third eyelid, yes, but if it is out all the time, when she is awake, there is something wrong. It could be anything from a foreign object under the lid, to an autoimmune disorder or allergic reaction. Rarely is it normal for the eyelid to be exposed all the time. Time for the vet just to be sure.

I had a kitten who had her third eyelid showing all the time. I didn't think anything about it, until she just got sicker and sicker. When I took her to the vet, it turns out she had feline leukemia. Eventually she died after she contracted pneumonia due to the weakening effects of the leukemia. I would take this kitty to the vet. At least then you will know what's going on.

umm wut you mean by third eye lid? all cat have an under eyelid which is used to cover there eyes from dust and water. just like dogs has. somtimes when they sleep and there outer lid is open you can seeit. which is white or pink
its VERY Normal
she is not sick or injured or "disabled"
