I think: The parcel post airmail is, after pickup, is transported totally by air. The parcel post surface air lifted on the other hand is transported , after pickup, by truck and air.

airmail is completely by air to the nearest airport of destination for small things, parcel post surface air lifted is the big things they ship but the same as airmail

The only difference I can see in the US is the one with the airmail stamp is separated and delivered first. It all goes between large cities by air.

Air lifted means they blow the envelopes up in the air with big fans, to make it look like it is snowing.
