I'm 5'1 or 5'2 (doctors switch on and on) and I'm between 136-141 pounds. My goal is at least in the 120 range because I really don't want to stay this way forever...

But I eat a lot. I don't eat rice a lot anymore, and I do cardio for about 15-30 min. a day. But I don't notice a difference. Although others do.

But then sometimes I get lazy and then I stop altogether, then I feel as if I gained the weight back.

I go back and forth and I'm tired of it. Any suggestions on what I should do?

I actually would like to appear toned and not just skinny...so I guess having muscle (weighing more than fat) would be fine.

It's not just cardio that you should do. When you do exercises that build muscle, you are replacing fat with muscle. Muscle does weigh more than fat. So you will plateu for a little bit at first until the muscle helps you shed the pounds. You need to get into a strenght-training program of total-body weight lifting along with the cardio. Also, challenge your body a little! I found that when I got to the point where I was able to run 6 miles a day, I lost weight a lot easier. I try to do the little things every day that contributed to being more active as well. Park further away from the store entrances, take stairs instead of elevators, do yard work, clean your house car. To stay motivated, look at it as a change to you lifestyle permanently, not just for a short time. If you keep that state of mind, you usually won't fall out of the habit of staying active. And remember to drink lots of water! It aids your body in the burning of fat.

Doing only cardio exercises for 15-30 mins is not exactly enough if you want to lose some pounds. Cardio exercises for that short amount of time is only good if you follow it up with any activity, like resistance training or aerobics, for it to cause losing some pounds. Women tends to burn calories/fats a little slower. If you want to lose weight. Increase the amount of your cardio workout to 45-60 mins or add some exercises that will complemetns your 15-30 mins of cardio. Watching what you eat will also help in a big way.

Exercise everyday like jogging around the block
Skip meals. Eat 2 times per day than 3 times per day
Dont eat until you're full
Eat fruits at night if your hungry.
Drinks lots of water and stop all the fast food and chocolate.

Losing weight takes commitment, you just have to think to yourself what do you want more? To eat a lot and not have to exercise, or to be slim and healthy?
Only you can make this decision.
