#1 The officer was behind you when he received a call to which he had to respond with Lights, No Siren. (Code 2 response in CA), used for Bank robberies, Burglaries in progress, etc....
#2 Sounds like the officer was investigating suspicious circumstances that occured in the general area where you were traveling.
Officer using mobile CAD laptops can automatically perform queries on your Lic plate at any time. If they need to talk to you, they will need reasonable suspicion to contact you, the then probably cause to detain or arrest you.
If you are a minor, REFUSE to answer questions until a supervisor is there. You also have a right to have your parents and or attorney present before any questions are asked.
Traffic stop? Talk to the officer....be honest and treat them right. They may cut you a break if you are well-behaved.

when the cop flashed you on the 1st occasion it was a warning to slow down.
The 2nd time it seemed like he was suspicious, but found no immediate harm so left.

Either he was warning you for something, or he meant to pull you over but then read your plate properly and realized you were the wrong car.

That happened to me 1 time too. I asked my sister's boyfriend who is a state trooper and he said that they were probably looking for a car like mine that was involved in an accident or reported as a driven by a drunk driver.. I would ignore it....
