At a guess, this came from an online translator, and those mess things up so much it's impossible to figure out what the original was. Word for word, it's:
Separately guilty/criminal/harmful, together average/tolerable/commmonplace.
The reason for thinking it's from some translator is that both adjectives 'nocens' and 'mediocris' are nominative singular - but if whatever it is can be separate and together, there are at least two whatevers, and the adjectives should be plural - either nocentes/mediocres or nocentia/mediocria. Giving just the nominative singular instead of the proper case and number is one of the more glaring errors foisted off by the translator sites, so that's a good indication.
In short, it's such a mess it's anybody's guess.
