It's a toughie, honest.
If you had to move dirt from one hole to another using no tools apart from your hands, how would you do it?

well if its a hole already then there is no dirt to move to the other hole...

Well, that one would be hard, considering the dirt is probably underneath a fair amount of water, but, using no tools (definition: any instrument of manual operation) it is still possible. They do make machines (which by definition are not tools) which can remove silt ("dirt") from areas where water is rather deep. I would use one of those machines.

If your tiring to get "a hole can't contain dirt", then you would have to change the definition of a hole. A hole is not a vacuum, it can contain a golf ball, rabbit, or even dirt.
