can you? yes. but....mehaden are extremely oily and bony. Most other baitfish are too small to make a decent meal.

With that said, there are several cultures that catch and dry small fish and use them as a garnish or crush them into a powdery meal.

Tough fish to eat. Bunker aka menhaden or pogies, is not a fish you want to serve to dinner guest. Foul and oily tasting.

I wouldn't, not much there to eat.
Just stick them on a hook and catch something bigger.
They are one of my favorite baits.
