For the lower ranks E-1 to E-4 it is mostly based on time in service/grade. I believe the commander only has to approve it. You can get early promotions though. Once you go for E-5 and E-6 you have to go before a board and to qualify you have to have the certain time in grade/rank.
Check out the Army website or ask a recruit to explain it to you, I can't remember all the details.

OK, Pay Grades E-1 to E-4, These are the lower enlisted ranks. Once you get to E-4 which is either a Corporal or a Specialist (same pay grade) you sign up for the Primary Leadership Development Course (PLDC) once you have it and have enough promotion points and a slot opens up, you may be promoted to E-5 Sergeant, with enough time in grade, you go to the Basic Non-Commissioned Officer's Course for your MOS, after that you may be promoted to E-6 Staff Sergeant, with enough time in grade you will go to the Advanced Non-Commissioned Officer Course for your MOS and may be promoted to E-7 Sergeant First Class. With enough time in grade and a slot opens up, you may be promoted to First Sergeant or Master Sergeant, both Pay Grade E-8
Then, you may be one of the few who get to go to the Sergeant's Major Academy and be promoted to Sergeant Major E-9
You will need to get excellent scores on your Army Physical Fitness Tests, do your job well and get excellent scores on your Non-Commissioned Officer Evaluation Reports and attend as many development schools as you can like Airborne and Air Assault, Hazmat, Master Gunner, whatever is available for your MOS.

Please, this would take a research paper as most are different. Some require exams, some require certain times in pay grades, some depend on if there is a slot for a promotion. It is so varied by service as well!

Ask the recruiters when you talk with them.. Try to join as a specialist.. I believe if you have some college credits and are able to pass the PT test before you go to basic. You'll be able make SPC that way. After that, get in with the "higher ups", seemed the easy way.. They choose favorites just like any civilian job does...
