right now we have then in a room, with their food, water, and litter box (concret floors) we have to lock them both uo because if chloe's locked up the odis can't use the litter box, so he has to be in ther too!

If it's only just started, it's likely to be stress related or a medical problem.

If stress, you'll need to identify the problem and help her through it.

I would strongly suggest a visit to the vet though to make sure Chloe doesn't have a UTI or hasn't developed diabetes.

If she's still using the litter box some of the time, it sounds like she's not got a problem with going there, which you sometimes get when using new litter. Unless the litter isn't cleaned out enough for her. She might use it when it's clean enough then go elsewhere if it's not up to her standard. Or it might be that she cannot always physically reach the box without urinating, such urgency again suggests UTI/diabetes.

Have you cleaned the litterbox lately? Try doing that and moving it to a different spot; Chloe may not like where it is now.

You may have to retrain Chloe how to use the litterbox.

If these things don't help take her to the vet, she may have some sort of infection in her urinary tract/bladder and that could be why she's avoiding the litterbox...she's unable to control her bladder. It may just take some anti-biotics to clear up, but it could also mean a (costly) surgery or worse.

Check that there's no blood or an unusually strong smell to the urine. Does it cry/strain when it urinates? If so these are signs of a urinary infection.

Take Chloe to the vet! Most of the time, when a cat urinates outside of the litter box, they're trying to tell their owners that they aren't feeling well. Have her checked for urinary tract infection, and other health conditions that may cause her to not use the litter box.

Take the cat to the Vet. Chloe could be sick. My cat started peeing all over, turned out he was very sick. Peeing is the first sign. They do this to get attention. If I had know, my cat might still be alive today. He had a tumor in his throat, instead of taking him to be checked out it carried on for about 6 months. The tumor grew and by the time I took him in, it was to late. Pay for x-ray's don't rely on just blood work. His blood work came back normal. 3 weeks later I had to put him down. The peeing was the first sign, the constant eating of grass was the second. I should have known.

Chloe could have a urinary tract infection, which is easily treated with antibiotics. You need to take her to the vet and have her checked. Is she spayed ( fixed) ?,because many times, unspayed females will pee outside of the litterbox.Getting her to a vet for a check-up would be the best thing to do.
Another thing you might try is giving the cats two litterboxes, one for each of them. This sometimes solves the problem.

Some cats do not like to share their litter boxes so getting the cat her own box so she can have her own territory and she maybe much happier and may not urinate on the floor and use her box.

Get another litter box. Each cat should have it's own box. Sometimes cats won't go if they smell another cat's been in the box.

you might want to bring her to the vet b/c she might have a UTI urinary track infection, this would cause a cat to pee outside of their box.
Good luck!

keep the cats out of the basement.if it starts out of the basement just pop the cat on the nose lightly and say no,bad,etc...it works with dogs and dogs are dumber than dirt so the cat should get the message.
