I want to buy such unique gift for a friend, but gallery pricing is still way too much... But between eBay and L.A.'s gallery row, I can't figure out how to get in touch with such painters, so I can see works with my own eyes and hopefully make a purchase.
I tried politely contacting painting teachers in nearby colleges, and got zero responses.

Visit an art school. Really. Just go there and ask students (not through 'official' channels) They usually don't get many visitors and will be happy to show you around and sell you some for very little money.

Teachers aren't going to invite unknown people into the classroom just to look around. They're not running a gallery, and they don't need the distraction. Besides, they only have your word that you'll be there looking to buy art. They don't want to be responsible for any of your possible actions in campus buildings. It's a security/liability thing.

Many art schools or art departments will have student sales at the end of every semester, and some are even advertised. That would be the proper venue to acquire student work. Call again and ask if and when such sales are held.

Really, you're going to have to go through a school in some way shape or form. Since contacting teachers hasn't worked, sneak onto campus and post fliers in the art building. Best places to post: elevators, stairs, in close proximity to entrances, and vending machines. Alternatively, there are also sites like deviant art (although that one does have a lot of crap) or myartspace.com (which is rather better). You might be able to find something there as well.
