Withhold not chastisement from a boy; if you beat him with a rod he will not die. Beat him with the rod, and you will save him from the nether world. (Proverbs 23:13-14 NAB)

If this isn't a perfect world (and it ain't), and goD made this universe, then goD isn't perfect, either. Thus, goD is merely projecting her/his/it's feelings towards people...

(Maybe goD hates us for our freedoms?)

The bible is replete with uncontrolled anger-issues, as you so astutely note. It seems, every time goD has a temper tantrum, someone is smitten.
This not exactly the type of Deity I'd take bar hopping, but on the other hand, I would not want to take Budha to an all-you-can eat buffet, either (he'd smack down a few children just to get an extra slice of vegan pizza)..

I suppose every god as a particular place and nothing more...(It was such a beautiful morning, I put mine outside in its cage to enjoy the cool air and listen to the sounds of approaching fall)

One of the most unfortunate misunderstandings of Scripture concerns passages that refer to the necessity of using “the rod of discipline” in the training of children. arriving at a proper understanding of any Scriptural term requires that the seeker carefully examine how that term is used in various contexts across the whole of Scripture, with an eye for contextual similarities.

Applying this formula to the word rod one discovers two distinct usages: the rod and a rod. The difference may seem slight, but in fact the preceding article—whether the or a—determines meaning. The rod is always metaphorical,
On the other hand, a rod is always with reference to a concrete object—a straight stick that might have been used as a tool of measurement
Proverbs 23:13 Do not withhold discipline from a child;
if you punish him with the rod, he will not die.
It is intended metaphorically, calling parents to provide guidance such as the use of a rod to guide sheep along a path.

Read for spiritual meaning. The literal is of this world, which is to be overcome. Think about Moses and the rod with two natures, but only one was true. So if one beats the child with a rod of truth, then actually the child is being taught the ways of truth. The bible uses opposites to expose evil and its seeming nature, just as the opposite of an immortal is evil and untrue.

Jesus also said time and time again in the new testament, that those who hurt little children will be judged harshly by God. However what these passages in the OT meant was that we are to discipline our children. Even in Psalm 23- "His rod and staff, they comfort me." Rod- is used for discipline- not beating. God does not want us to beat our children, but discipline them.

Do not withhold discipline from a child; if you punish him with the rod, he will not die. Punish him with the rod and save his soul from death.

clearly discipline and beat are not the same in meaning or use. I think the state of the world today is largely due to people misunderstanding and or misinterpreting what this verse is saying. We tend to shy away from the smack on the butt that they sometimes need.

While times have changed and the methods have become better, correction is still needed to set boundries for our children which is the point of this proverb. Children need direction and it is our responsibility to show them right from wrong. Children need parents not buddies to help them grow and mature into useful people. though the rod is no longer needed the correction is.

Soloman was a judge, he was the wisest man in the world...
Any way look at all these gang bangers our there killing each other!
If the government would stay out of our lives we could punish our children correctly and they wouldn't be gang banging and killing each other!
Also there's a difference in how you spank a child...
A spanking: Spank when you are not angry, a couple spats with your open hand on the behind never killed a kid!!!
A beating: Beating them cause you are angry to satisfy your anger, thats not disipline, its hate!!!

It's like this. Suppose you tell your child to look both ways before crossing the street and the child doesn't listen to you but runs out in the street while playing without looking. God knows that children are sometimes not mature enough to connect what happens when they disobey their parents with the potential consequences of that disobedience. So He tells parents to give them a spanking so that they can suffer a lesser short term albeit painful consequence to ensure obedience before they have to suffer a more serious and possible life ending consequence.
