This is totally normal puppy behavior, but it can be very trying, and needs to be stopped while he's small!
When he bites and nips, say something along the lines of ..."OUCH! No bite!" loudly, you can even kind of growl at him and say "No bite!". You don't want to scare him to death, but do want him to realize that you don't like it when he bites you!
Puppies playbite their litter mates all the time, that's how they learn bite-inhibition (which just means how hard they can bite before the victim objects, and what is acceptable interaction). Your pup is wanting your attention with this nipping behavior, and you need to show him that's not the way to get it!
If he starts biting, immediately put him down, fold your arms and avoid any eye-contact with him. Same goes for whatever you were doing when he started the nipping behavior ie. if you were playing with him - stop, if you were petting him - stop, and so on. If he keeps biting at you, try walking away without looking at him or talking to him.
As soon as he stops nipping, you can reopen the lines of communication, and tell him he's a good boy. If he starts up again, just repeat the process. He will learn that this isn't the kind of behavior you appreciate, but some breeds are more prone to biting/nipping than others and you'll need to be consistent and patient with him. Puppies learn best through calm, loving repetition.
If this doesn't work and he keeps on biting, you can get a small spray bottle, fill it with water and give him a shot of water right on the nose when he starts biting. It will give him a shock and should stop the nipping.

I have a rottie and also work at a pet shelter. There are two very steadfast rules I keep for all dogs: no jumping up on people, ever, and no biting. When either of these things are done, I ignore the dog. ALWAYS. Training never stops. Dominoe is 4 now and knows the rules very well, but if we're playing and I feel teeth, even accidentally, we're done. No more playtime, no more petting, no cuddles. Nothing. Anydog will learn quick if you are consistant.

That's what puppies do. Don't try to hold him when he's feeling playful. Play with him for a while first - teach him to play fetch, or take him out for a good romp. Then, when he's good and tired out, hold him, pet him and praise him for being gentle. If he bites at you, say 'no bite!', set him down and ignore him for a few minutes. He should get the idea eventually!

Never hit your dog in any way on any part of his body. Never grab at his muzzle to stop him from biting.
Instead, when you feel teeth on skin, leave the room immediately. Do not scold him - just leave, right away.

everytime they bite give them a smack on the nose and yell NO!..its all about tone when training a dog so give him or her your meanest tone! i have 2 dogs one is 2 yrs old (Tyson) the other is only 3 months (Keena). Tyson used to bite on things when he was a puppy and it hurt too! since ive trained him when he plays he opens his mouth but never bites down. Keena...shes a different story shes still learning so she bites down pretty hard..but also you have to keep in mind that you have a puppy and they're teething so make sure you have chew toys n bones for them to chew on other wise...they'll go for your expensive shoes lol like my dog did.

Take him to obedience school or, if you can't do that, check out some books on dog training from the library. All he needs is some discipline and training to get him over this problem.

When bites you lock him in a room for however long. If he doesn't bite then reward him with a scratch on the belly or maybe even a treat. :D

Tell him no firmly gently tap him on the nose with your finger, maybe give him something to chew on. Depending on how old he is, he may be teething, maybe give him something else that he can chew on, some kind of toy.
